"Why are people walking around with guns there when they have no business carrying them?"

In this story in the Atlanta Journal-Constitution, a teenager was hit by a stray bullet. It appears that somebody was carrying a .22 and dropped, causing the gun to fire. The teenager's mother asks this question.

My answer to her is, "That's what criminals do".

I'm sure that there will be much discussion of tightening existing gun laws. As a result, the criminals are going to have to come up with some new strategies.
