Affordable housing in NYC?

I just read an interesting thing on GothamGazette.com. They are currently running a quiz on politics in NYC. One of the questions asked what the most common complaint to the city's 311 helpline was.

Not surprisingly, the answer was landlords who fail to do maintenance on a building. The answer to the quiz said, "it also points to the critical issue of finding good, affordable housing."

How ironic! In reality, it points to the failure of rent control in NYC that has made the city one of the most expensive places to live.

Let me ask a question for me readers: how, specifically, should affordable housing be made available? (this should be interesting)
